Our Priorities

Foundation

  • Mandate the "Safe System Approach": Require the City to use its adopted Safe System Approach as the baseline for all future roadway and street design projects.

High Injury Network

  • Fund the High Injury Network (HIN): Fully fund and construct physical traffic calming (speed tables, bulb-outs, raised crosswalks) on the 5 HIN corridors (Ygnacio Valley Rd, Civic Dr, Broadway, California Blvd, Mt. Diablo Blvd) in the next Capital Investment Program (CIP) budget.
  • Eradicate "Pedestrians in the Dark" Crashes: Mandate the installation of high-visibility intersection lighting and pedestrian-scale segment lighting across the 5 HIN corridors.
  • Designate Safety Corridors: Formally designate and sign "Safety Corridors" on high-risk roads to unlock doubled traffic fines and targeted police enforcement.

Downtown Streets

  • Downtown Pedestrian Safety Mandate: Implement Leading Pedestrian Intervals (LPIs) and "No Turn On Red" at all signalized intersections in the downtown core.
  • Eliminate High-Risk Slip Lanes: Audit and physically close at least eight high-conflict slip lanes in the downtown core within the next 12 months.

Safe Routes to School

  • Complete the School Sidewalk Network: Audit and fully fund the closure of all sidewalk gaps within a 1-mile radius of WCSD schools in the next CIP budget, ensuring continuous, ADA-compliant walking paths for all students.
  • Safe Routes to School Upgrades: Mandate the installation of Rectangular Rapid Flashing Beacons (RRFBs), high-visibility crosswalks, and advance stop bars at all unsignalized crossings within a 1-mile radius of WCSD schools.

Bike Infrastructure

  • Default to Protected Bike Infrastructure: Pass a binding ordinance requiring Class IV separated bikeways or shared use paths on all arterial road repaving projects.
  • Build a Downtown Protected Bike Network: Pass a binding resolution to design and construct continuous Class IV separated bikeways connecting major residential arterials and the Walnut Creek BART station directly into the downtown core.

Speed & Enforcement

  • Deploy Red Light Cameras: Authorize and install civil red light cameras at the city's top 5 highest-collision intersections and across Ygnacio Valley Road.
  • Implement Speed-Sensitive Signals: Reprogram traffic lights on major arterials to "rest in red" during off-peak and nighttime hours to physically force speed compliance.
